A standing room only crowd filled the Alameda County Board of Supervisors
chambers this morning, but not all were there to watch the board appoint a
new supervisor.

The motion to fill the vacancy left by now-state Assemblywoman Wilma Chan
comes later in the meeting.

But first, dozens of people filled the chambers and lined up to speak to
the board on the growing problem of homelessness in Alameda County. They
asked the board to declare a state of emergency for lowincome residents of
the county.

Representatives and benefactors of the St. Mary's Center homeless shelter
gave a series of speeches -- some fiery, some entreating -- asking the
board for relief.

"Do not abandon us," said one homeless woman. Another speaker, Charles
Duncan, said Oakland Mayor Jerry Brown's policies have kicked homeless out
of parks and the City Center, leaving them no place to sleep.

"Something needs to be done. Can we sleep with you?" he said. Solutions
suggested by the speakers included bringing a moratorium on further
evictions, establishing mobile home parks, and making developers pay for
more affordable housing.

The board appointment of a new member is among the last items on today's
