According to a GAO report on HUD nonprofit grantees last year, one
building with 15 to 20 apartments outside the city or (depending on
land cost) maybe about 10 to 12 units in the city.  Looking accross
the board nationally this could  provide 20 to 25 units in rural or
smaller town areas.
