Toledo homeless get federal health care help=20

            The Neighborhood Health Association has received a $100,000 =
federal grant the agency will use to improve health care at the Mildred =
Bayer Clinic for the Homeless.=20

            Congresswoman Marcy Kaptur announced the grant yesterday at =
the River East Community Health Clinic, one of 10 clinics across Toledo =
operated by the association.=20

            She said the money should be particularly helpful because =
cuts in welfare programs in October are expected to increase the numbers =
of homeless and those without health care in the area.=20

            "We've tried so very hard to provide a safety net for people =
unfortunate enough not to have health care," said Doni Miller, chief =
executive officer of the association.=20

            Ms. Miller said the money will be used to employ paid staff =
as the Jefferson Avenue clinic makes the transition from a part-time =
facility to one that is open an average of five or six days a week.=20

            She said volunteers continue to be a big part of the Bayer =
clinic's operations, but paid staff was needed to expand the hours and =
better serve the homeless. The clinic provides medical, dental, and eye =
care. "It's going from a part-time facility that was open several days a =
month to one open five days a week and some weekends," she said.=20

            Sue Brown, the association's manager of homeless health =
care, said the Bayer clinic serves as many as 20 homeless people each =
day. She said the money would help the clinic expand its outreach =
efforts to the homeless as well.=20

            Congresswoman Kaptur said she knew Ms. Bayer, whom she =
called a "visionary nurse." She said Ms. Bayer established clinics for =
those not served by health care programs throughout the nation, and she =
believed the nurse would be proud of the award for the clinic that bears =
her name.=20

            Miss Kaptur presented George Sarantou, chairman of the =
association's board, with a flag that flew over the U.S. Capitollast =
week to commemorate the renovation of the association's River East =
Community Health Clinic.=20
