Georgia is having a difficult time with the Census and is NOT getting help or
cooperation from the local Census workers at counting rural areas where it has
been confirmed the Postal Service did NOT DELIVER FORMS.  Is there any way
someone can help address this in a real way?

      City decides to pay for census forms

      VALDOSTA -- Valdosta will be giving out $5 bills next week to residents
who return their Census forms.

      During their regular meeting Thursday, city council approved a plan to
pay $5 to city residents bringing a completed Census form to City Hall and
held the first reading of an anti-loitering ordinance.

      City Manager Larry Hanson said City Hall is a registered Census help
center, so residents having difficulty with their forms can receive assistance
at City Hall.

      Valdosta is on the brink of being declared a Metropolitan Statistical
Area -- a community with a population of 50,000 or more -- which brings with
it a host of financial benefits.

      But Census figures through Thursday afternoon indicated return rate of
48 percent, 10 points below the national average and eight points below the
state average.

      "I think it's a good investment when you look at the millions we could
lose compared to $5," Rainwater said. "It's a show of good faith and of the
city's seriousness about this. We're going to have 16,000 fliers explaining it
printed tonight and mailed to all of the city's water and sewer customers."

      The council voted unanimously to conduct the program for five days,
April 10-14.
