RECORDS REQUEST REVEALS SECRET VOUCHER PLAN:
HOMELESS RECIPIENTS FORCED TO USE
WELFARE PAYMENTS TO PAY RENT FOR SHELTER

SAN FRANCISCO, April 4, 2000 The City is expected to publicly 
announce a "voucher" plan for homeless people seeking shelter. What 
the Public won't be told is that the Mayor's office, the Department 
of Human Services, and the Department of Public Health have been 
meeting in secret for over a year - in blatant violation of San 
Francisco's Sunshine Ordinance - to develop a plan that would force 
people to pay rent at homeless shelters. The City's secret "Shelter 
Redesign" plan mandates that homeless people become welfare 
recipients, then use the bulk of their public assistance checks as 
rent for shelter.

Documents uncovered in recent Freedom of Information Act requests 
made by the Coalition on Homelessness revealed a fully-developed plan 
by employees of the Mayor's Office, the Department of Human Services, 
and the Department of Public Health, with the assistance of paid 
consultants. This plan proposes a "redesign" of the current shelter 
system by eliminating the lottery, limiting shelter access to a 
single entry point, "intensive" case management, and shelter 
accessibility based on income.

Contrary to recent public assurances, the plan was apparently slated 
for implementation without prior review by the City's Local Homeless 
Coordinating Board, the Board of Supervisors, the Human Services 
Commission, or any other public process or forum.

People seeking shelter without a documentable source of income (i.e. 
GA) will be left to compete for 255 of the City's 1140 shelter beds. 
According to a DHS study, these people currently fill 809 (71%) of 
San Francisco's shelter beds.

Four documents continue to be withheld by the City (one is believed 
to be the budget), but a draft project implementation timeline was 
presented at a closed door meeting held on Treasure Island on 3/17/00.
